Welcome to the City of Dowagiac's Social District
Introduction
On July 1, 2020, Governor Whitmer signed House Bill 5781 into law (MCL 436.1551), creating the “Social District Permit,” which allows local governments to designate a Social District within their jurisdictions. Businesses that are granted a Social District Permit may sell alcoholic liquor (beer, wine, mixed spirits, or mixed drinks) on their licensed premises to customers who may then consume the alcoholic liquor within the commons area of the Social District.

On June 8th, 2026, the City of Dowagiac City Council approved the establishment of a Social District with Commons Areas at a Regular City Council (Click Here for Minutes). Shortly after, the Michigan Department of Licensing & Regulatory Affairs’s (LARA) Liquor Control Commission (LCC) approved the City of Dowagiac’s application for the establishment of said Social District as proposed.
In short: The City of Dowagiac has been approved to operate a Social District with a Commons Area where adults 21 years of age or older may consume alcoholic beverages purchased from permitted bars and restaurants to enjoy within the Commons Area.
What you need to know
There are a few rules and regulations that those wishing to participate in the Social District must adhere to:
- While the Social District is of course a public area and anyone is welcome, the purchase and/or consumption of alcoholic beverages is only allowed for those 21 years of age or older. Each serving permitted bar or restaurant shall verify age just as if you were consuming your beverage within their establishment.
- The Social District has Hours of Operations, which are the days and times that permitted establishments are allowed to sell Social District Beverages: Monday - Sunday, 12:00 PM Noon - 10:00 PM
- Only permitted bars and restaurants may sell alcoholic beverages that may be consumed within the Social District. Consumption of alcoholic beverages within the Social District NOT purchased from permitted establishments is not allowed.
- Social District Beverages must be in a clear plastic container, no more than 16 ounces that has been properly marked with the Social District Approval sticker as shown below. This helps easily identify Social District Drinks for enforcement-purposes.

- All relevant laws and ordinances pertaining to illicit alcohol consumption such as impaired driving, underage drinking, disorderly conduct, and so on will be enforced by law enforcement, so Drink Responsibly.
- Social District Beverages may not be taken outside of the Social District Commons Area boundary - look for signage indicating when are entering or leaving the Commons Area. (See Permitted Establishments below).
- Social District Beverages may not be taken from one permitted establishment to another. Additionally, Social District Beverages may not be taken into non-serving establishments unless authorized by that establishment (See Non-Permitted Establishments below)

Other Frequently Asked Questions
-
Why is Dowagiac creating a Social District?
- Because it helps local businesses, adds energy to downtown, makes events more fun, and gives people another reason to hang out and enjoy the community.
-
Who else is doing this?
-
About 150 communities across Michigan already have social districts. There are seven in Cass, Berrien, and Van Buren counties alone. These communities have found that social districts bring more people downtown, keep them there longer, and help local businesses. Frankfort, Niles, and other Michigan cities report that social districts did not create more problems with public intoxication, they just made downtown more lively.
-
-
Will this get noisy or unsafe?
-
It is not a free-for-all. You can't bring your own alcohol. You can't take a drink outside the marked area. You can't take a drink from one bar into another bar. All the same laws about disorderly conduct, serving minors, and overserving still apply. Police still patrol like they always do.
-
-
Can the City change or end the Social District?
-
Yes. If something isn’t working, the City Council can adjust rules, hours, boundaries, or even stop the program. We’re going to do this the right way.
-
- Who's behind this?
-
The Greater Dowagiac Chamber of Commerce put together this proposal and is managing the startup, including signage and initial costs. The City Council approved all aspects of the Social District. Interested liquor-serving establishments are responsible for obtaining permitting and for serving the drinks.
